Millions Without Heat, Power, or Water

This winter, Ukraine is facing one of the most difficult humanitarian crises since Russia’s full-scale invasion began.

Russian missile and drone strikes are targeting Ukraine’s energy grid as temperatures plunge below freezing. This is an ongoing cycle that Russia has escalated dramatically this year, at a time when U.S. support has pulled back. Millions of people are now without reliable heat, electricity, or running water.

 

In Kyiv, Ukraine’s capital, nearly half of all homes have been cut off from essential utilities. Families are trying to survive in unheated apartments as the temperature drops below 7°F (–17°C). Across the country, schools have closed because buildings can’t be warmed. Emergency shelters with power, heat, and internet, known as “Points of Invincibility,” are helping people get through daily blackouts lasting up to 24 hours.

 

These are not just energy outages. They are deliberate attacks on civilian life. The United Nations has called them “cruel,” especially for children, older adults, and people with disabilities who are most at risk. This is not only a crisis on the front lines. It is a humanitarian emergency unfolding in cities, towns, and apartment buildings where people are trying to live and survive under bombardment and blackout.

How Razom is Responding

1. Life‑Saving Support on the Ground

Razom works directly with local partners and emergency services to deliver essential equipment to frontline rescue, defense, and medical teams.

Since November 2025, Razom has delivered 118 portable generators and 175 mobile charging stations to medics and emergency crews operating on the front lines.

 

In Kharkiv, Razom is supporting Ukraine’s State Emergency Service (SESU) with equipment that helps emergency teams stay connected and assess structural damage during rescue efforts — even when communication networks go down.

 

These tools keep first responders operational, medical facilities functional, and communities resilient through blackouts and bombardments.

2. Helping Communities Survive

Blackouts don’t just cut power, they shut down heat, water, and daily life. Razom partners with local NGOs and community centers to support those hit hardest: displaced families, older adults, and people with disabilities.

300+ generators delivered since 2022 to keep lights on and services running in shelters, hospitals, and community hubs.

 

In Kryvyi Rih, repeated missile and drone attacks have made emergency response both urgent and dangerous. Razom is supporting the State Emergency Service of Ukraine (SESU) by delivering mobile heated tents and infrastructure to establish emergency response points during ongoing strikes.

 

In Kyiv, where nearly half of all homes lost access to basic utilities during peak cold, Razom is partnering with the local organizations to provide 700 elderly residents with warm kits, while also supplying volunteers with winter gear and equipment to reach them safely.

3. Advocacy and Public Engagement

What happens in Washington, D.C. directly affects what happens in Ukraine.

Right now, we’re advocating for air defense systems to protect Ukraine’s critical energy infrastructure. Razom’s Government Affairs team works daily to strengthen principled Ukraine policy in Washington, engaging lawmakers and advocating for sustained aid that builds toward Ukraine’s sovereignty and long‑term stability.

 

Our Public Engagement team builds awareness and understanding across communities in the United States and beyond. Our goal is to ensure that the vast majority of Americans who support Ukraine have their voice heard in Washington.

 

Through campaigns, briefings, and direct outreach, Razom connects advocates across the U.S. with ways to affect American policy on Ukraine, from writing to elected officials to sharing verified stories with broader networks.
