Overview of the Role
We are looking for a Manager, People Operations to join our People & Culture team at Razom. This role owns the systems, processes, and compliance that support our U.S.-based team (around 45 employees), ensuring employees are set up to do their best work. The Manager, People Operations should be organized, thoughtful, and adaptable in order to support our growing global organization and our mission to support Ukraine.
The Manager, People Operations oversees core employee lifecycle operations including onboarding and offboarding, HR compliance, payroll and benefits coordination, people systems, and employee data. This role also manages the NYC and DC Office Experience Managers and partners closely with the Ukraine-based HR team to ensure consistency in approach, share best practices, and contribute to a cohesive employee experience across regions.
This is a highly hands-on role for someone who thrives in building structure in evolving environments, enjoys improving how systems work in practice, and brings strong operational discipline to complex, fast-moving work. The ideal candidate is comfortable working independently, balancing multiple priorities, and creating clarity where processes are still developing, and is motivated by supporting a mission-driven team.

Responsibilities
People Operations
• Own and continuously improve U.S. employee lifecycle processes (onboarding, offboarding, role changes, promotions)
• Serve as a primary point of contact for employee questions related to HR processes, policies, and systems
• Support recruiting operations as needed, including drafting offer letters and coordinating approvals
• Support internal People & Culture communications, including coordination of All Hands (organization-wide) meetings, internal updates, and employee newsletters to ensure clear and consistent messaging
• Maintain accurate employee records and core HR documentation
Compliance
• Ensure compliance with federal, state, and local employment laws (including I-9s, audits, and required documentation)
• Manage background checks, employment verifications, and contractor compliance
• Draft and maintain HR policies, employee handbook, and SOPs, in coordination with global counterparts and external consultants
Systems & Data
• Own HR systems (e.g., HRIS, payroll, benefits platforms), ensuring accuracy and efficiency
• Maintain organizational charts and employee data
• Identify opportunities for automation and improved workflows
• Support reporting and data requests (headcount, attrition, etc.)
• Periodically evaluate third party providers (including software, benefit and service providers) for organizational fit with strategy, budget and needs.
Payroll, Benefits & Compensation
• Partner with Finance and external providers to ensure accurate and timely payroll
• Administer U.S. benefits and lead annual Open Enrollment
• Support compensation processes, including benchmarking and salary adjustments
• Coordinate visa-related processes and documentation as needed
Employee Experience & Office Operations
• Manage and support Office Experience Managers in NYC and DC
• Partner with Office Managers to ensure offices run smoothly and employees feel supported day to day
• Ensure a smooth, welcoming, and compliant onboarding experience
• Oversee offboarding processes, including documentation, system access, and equipment logistics
• Collaborate with the Ukraine-based HR team on shared initiatives and approaches to employee experience, helping maintain consistency across regions where appropriate
Required Qualifications
• 5+ years of experience in HR/People Operations or similar roles
• Strong knowledge of U.S. employment compliance and employee lifecycle processes
• Experience managing HR systems and working with payroll and benefits administration
• Highly organized with strong attention to detail and a systems-oriented mindset
• Comfortable building and improving processes in a growing, evolving organization
• Ability to work independently and manage multiple priorities
• Strong judgment and discretion when handling sensitive information
Preferred Qualifications
• People management experience is a plus, but not required
• Experience in a nonprofit and/or startup environment is a plus
• Ukrainian language skills are a plus
• Experience with Asana or similar project management tools is a plus

Salary Range
$80,000-95,000
Final salary based on experience and qualifications as well as finalized scope of work.
