Today, Razom implements humanitarian, educational, and advocacy programs that save lives, strengthen local community capacity, and build global support for Ukraine. The organization works closely with partners in both the U.S. and Ukraine, ensuring transparent and effective assistance where it is needed most.

Razom is seeking a MEAL Director – a senior expert who will build and lead Razom’s Monitoring, Evaluation, Accountability and Learning systems across all programs. This is a new strategic role responsible for designing MEAL processes, ensuring accountability to stakeholders, supporting evidence-based decision-making, and strengthening the overall impact of Razom’s operations.

Key Responsibilities:

• develop and implement a MEAL strategy aligned with Razom’s goals and donor requirements

• lead all MEAL activities: data collection, data analysis, reporting, and indicator development

• establish and manage MEAL systems to support program adaptation, improvement, and learning

• design and oversee evaluations using appropriate methodologies and tools

• ensure standardized indicators, data collection methods, and reporting across all programs

• foster a culture of continuous learning and ensure lessons learned inform planning

• build MEAL capacity of staff and partners through training, mentoring, and technical guidance

• conduct beneficiary interviews, focus group discussions, and field visits for quality verification

• perform data quality checks and ensure secure storage in line with data protection standards

• lead beneficiary feedback and accountability mechanisms

• integrate accountability principles into program design, recruitment, onboarding, and partnerships

• prepare clear and timely reports for internal teams, donors, and stakeholders

• represent Razom in MEAL networks, working groups, and meetings with donors and evaluators

• maintain tools for rapid assessments in emergencies or changing contexts

• support knowledge management and ensure lessons learned are incorporated into future projects

• potentially supervise and grow a MEAL team in the future

• perform other duties related to the MEAL direction as needed

 

Our Expectations:

• master’s degree in international development, social sciences, statistics, or a related field

• excellent command of English and Ukrainian (written and spoken)

• minimum 8 years of progressive MEAL experience, including at least 5 years in a managerial role

• proven experience designing and managing MEAL systems across the full program cycle

• strong skills in quantitative and qualitative research, data collection, analysis, and visualization

• proficiency with digital MEAL tools (Kobo, CommCare, DHIS2, Power BI, Excel)

• experience with donor frameworks (USAID, ECHO, UN agencies)

• experience leading donor-funded research and evidence-generation activities

• ability to build and manage accountability and feedback mechanisms

• knowledge of data protection standards and ethical considerations in humanitarian contexts

• experience representing organizations in high-level coordination forums and donor meetings

• experience with complex M&E systems, adaptive programming, and behavior change will be an advantage
