Razom (“Together” in Ukrainian) is a U.S.-based nonprofit dedicated to helping build a secure, democratic, and prosperous Ukraine. Razom Advocacy is a branch of Razom for Ukraine committed to advancing legislation and policy for Ukrainian victory through direct engagement with policymakers, through work with journalists and the press, and through partnering with constituents and community leaders. 


ABOUT THE POSITION

The Program Officer serves as the Advocacy Program’s central coordinator and operational partner to the Program Director. This role strengthens the planning, execution, and internal cohesion of the Advocacy Program by driving project tracking, managing budgeting and compliance processes, supporting strategic communications, and ensuring alignment across the full team. The position blends program management, operations, and strategic support. This role reports to the Program Director, Razom Advocacy. It is ideal for someone who thrives in a fast-moving environment, combines rigor with initiative, and brings structure to a mission-driven team.


RESPONSIBILITIES


Programmatic Leadership & Strategic Support

• Contribute to the development, refinement, and execution of Razom Advocacy’s multi-year strategy.

• Develop KPIs with team leads, manage dashboards, track outcomes, and conduct post-event and post-project debriefs and lessons learned.

• Coordinate cross-team alignment by participating in, and potentially leading, team-wide meetings and ensuring activities reinforce shared priorities.

• Support the team in maintaining and deepening relationships with policymakers, think tanks, journalists, coalitions, and Ukrainian civil society partners.

• Support the drafting of internal briefings, board materials, and high-level program updates for leadership.

• Potentially support fundraising through grant-writing and productions donor materials in coordination with Advancement.


Operations, Budget & Compliance

• Lead operational budgeting: prepare budget drafts, track execution, and ensure financial and compliance requirements are met.

• Maintain financial documentation related to lobbying; process invoices; support reimbursements and financial reporting.

• Maintain program documentation, SOPs, archives, shared knowledge systems, and internal tools.

• Track deadlines, commitments, and follow-through on decisions made by the team.

• Serve as the primary contact for info@razom, triaging messages and routing requests.

• Support internal organizational communications regarding Advocacy to ensure Program’s needs and timelines are understood organization-wide.


Administrative Support

• Draft, proofread, and edit correspondence, reports, memos, and internal communications.

• Manage calendars for major program activities; schedule and prepare internal and external meetings; support travel arrangements.

• Create agendas for Advocacy program-wide meetings; take notes; track action items; ensure follow-through.

• Maintain and update shared drives, contact databases, project trackers, and organizational systems.

• Support hiring processes: drafting job descriptions, scheduling interviews, and managing Advocacy-specific aspects of onboarding and offboarding.


Event & Delegation Management

• Plan and execute logistics for Advocacy events: briefings, receptions, policy discussions, donor gatherings, and internal convenings.

• Manage logistics including venue selection, RSVPs, guest lists, invitations, catering, A/V, and on-site execution.

• Coordinate delegations and visitor programs: travel, agendas, logistics, hospitality, and related support for partners and guests.


Team Coordination & Culture

• Foster communication, information flow, and collaboration across the full Advocacy Program staff.

• Organize team-building activities, morale events, and engagement opportunities to support a healthy team culture.


QUALIFICATIONS

• 3-6 years of experience in program management, policy, advocacy, government affairs, international affairs, or related field. A relevant undergraduate degree is a plus but not required.

• Exceptional organizational skills and attention to detail.

• Passion for supporting Ukraine and helping Ukraine defend itself against Russia’s invasion.

• Proven familiarity with Ukraine and a track record of supporting its fight for a stable, prosperous, sovereign, and democratic future. An understanding of Ukraine’s politics, culture, economy. 

• Demonstrated experience supporting senior leadership and managing complex, cross-functional projects.

• Proven ability to develop and track KPIs, dashboards, and evaluation or MEAL systems.

• Experience with budgeting, procurement, grants, or nonprofit financial compliance.

• Exceptional writing, editing, and communication skills. Strong analytical, organizational, and project management abilities.

• Skilled in facilitation, meeting design, and organizing strategy workshops or retreats.

• High proficiency with G-Suite and project management tools (Asana, Slack).

• Ability to work independently, juggle multiple priorities, and remain calm under pressure.

• Demonstrated discretion and sound judgment, especially in sensitive or fast-moving situations.

• Ukrainian language is a plus but not required. Familiarity with the Ukrainian community in the United States is advantageous but not required.


LOGISTICS AND BENEFITS 

• Salary range: $65,000 – $85,000. Final salary based on experience and qualifications as well as finalized scope of work.
